It's high sec, and we can make a reasonable assumption BOTH Concord and the Republic Fleet wouldn't have let any neutral or enemy capsuleer ships within 500km of these delegates, under pain of death.
When the president takes a drive they don't let every citizen with a missile launcher hang out on the side of the street as he drives by. If they did, security would shoot first and ask questions later, not wait until you fire the missiles before retaliating.
The Republic Fleet would have blasted into smithereens any capsuleer so much as looking at the delegates funny, or in a remotely threatening stance. no questions asked. But then we'd have a thread whining about capsuleer ship losses in highsec for 'no reason.'
But current game mechanics would allow in highsec for a gank fleet to both approach, bump, and lock the targets without being insta-destroyed, which seems a bit silly.
If Goonswarm had been able to kill the delegates, and CONCORD instantly set the entire alliance -10 as they would reasonably be expected to do, then we'd have another thread full of complaints.
I'd propose sure, make every ship vulnerable to some extent, but instant and severe consequences for people and their alliances. Then they'd have to choose weather it's worth it.
Additionally not every single event has multiple outcomes, and they occasionally are on rails. Such is life. Sabik now, Sabik forever |

I reiterate that sure, we could make actor ships vulnerable in highsec, and let's say VIP actors are extremely hard to kill, but plausible with a large enough blob.
The consequences of trying to kill heads of state in high sec on a peaceful mission would be immediate and permanent CONCORD KOS in highsec for the rest of eternity for the offending pilots and their organizations. Not a little -2 hit to sec status, permanent -10.
It stretches IC credibility to assume firing on Republic heads of state would give you a slap on the wrist as a result.

Correct right now there is 0 penalty for attacking NPC actors. If you want to kill them that's super fine, but don't expect to ever dock in one of their stations or use their stargates ever again. Sabik now, Sabik forever |

Why should they give anyone any advanced knowledge of rulings? It's a sandbox, right? Prepare for sandbox responses on the fly. Us changing the pre-established rules isn't a sandbox response, it's us changing the rules. If we were to do something like that, it would be well communicated beforehand. See CSM Live Event minutes on the topic of NPCs at gates for instance. The entire root of this thread is that we "broke the rules" (fudged, but you get the idea) of the game for this event.

If it had been a 50-70 ship-large fleet of Amarr RPers, would you still think it okay to have used QA Shield Extenders and invincible actors that break the sandbox? Two separate issues.
Yes I would have same responses to any "well-known" RP group doing the same things with the same results and starting a similar thread.
I'm personally more interested in the fiction, where things are going, and things developing than having every.single.event be a 'shoot the actors' event. But that's just me.
I think ccp also runs regular loot pinata events that might cater more to this kind of playstyle as well.
It's also more of a larger issue with gameplay mechanics not quite up to reflecting how things would react in a more 'real' world, by way of the things mentioned previously such as docking / KOS by Concord, etc. Gankers take advantage of an extremely unresponsive and unpredictive NPC environment to do their work. I'm quite alright with that with regards to other players but it does break the immersion walls down sometimes with respect to live events and VIP event characters.
Until those things are amended I've got no problems with GMs handwaving workarounds to any events in order to propel larger PF forward.
